I think that tweet was exaggerating. All I could find was at the bottom of page 7 here and it's $2M total, not each.

Who needs 2.5 million for home security?
A 16 cam pvr with true night vision should only run about $2500. I suppose they could add laser trips and thermal sensing but that would only be another $4000. If they hired two armed security guards at 100k a year each, that would be enough for 10 years of their salary
Also these people are barely ever home..so two guards plus the hardware is overkill. The sinister idea is if the 2.5 allows for weapons. If it ever came down to 1776, the idea of our corrupt congress fully armed is a very dangerous one, especially because they can probably get permits for spicy stuff a lot easier
Maybe why the big deal about lowers and bump stocks? Plus the ammo shortages. Try to create as much of a disparity as possible between civilians and government?
