Here are my thoughts:
Hunter has been given the job of holding the 'Red Phone' which is a protected device where secret conversations can occur without being hacked and which show up with no caller ID or way to trace them back to the original caller. It may trigger a specific, urgent ring tone that will alert Obama immediately, whereas a regular call would not. The ringtone may tell Obama to go get in his SCIF to take the call where no one can listen in. This is clearly some sort of tech device set up between Obama, Joe and Hunter to carry out their clandestine actions.
Obama may have also instructed Joe not to call him at all as to maintain the appearance of a 'separation' between them.
Also, Joe is being surveilled all the time. He must have thought this call to his son was protected or safe. Maybe his Secret Service team (or other white hats) captured it and knew it needed to be heard.
Also, all kinds of eavesdropping devices are out there that you forget are listening to your conversations like your 'Smart TV,' Amazon Alexa and Apple phone's Siri, along with the usual suspects and foreign actors.

Joe's actually mildly retarded, no kidding. He wasn't ever supposed to win, this whole thing was supposed to be Trump winning a second term despite polls saying otherwise and then killing and injuring tens of millions of Americans with the vaccine in order to completely destroy any resistance to the NWO. Joe's a moron and just stupid enough to have left this voicemail and none of this should be surprising with how off the rails everything else has gone since Joe "won".
There's a theory that much of what we get in leaks is from Hunter swapping phones with the kids, mostly Natalie. He wipes his phone he's been using for communication with Joe, he hands it to Natalie, starts using a different phone, Joe's a retard and calls the old number and leaves a voicemail. The "laptop" itself may be from Natalie getting one of Hunter's hand me downs with the iCloud account still active on it which she then used to restore the iCloud backup and then she or someone else got that data out, so on and so forth.
I kind of wondered about it myself, but I did find it on YouTube so I thought I'd post it. Everyone can decide for themselves. I would think he would sound a little more scared anyway.

Just put Operation Crash and Burn into my Brave search engine. The majority of the responses are dated 4 weeks ago and also include TikTok. I didn't click on any of them because, well it's TikTok.
