Plastic surgery is suppose to address current body morphology. Not alter to the point of disfigurement.
Body modifications are a niche community but even they draw the line when it comes to destroying their own human identity. Those that do body modifications to become more repitilian for example need mental and spiritual help like those thinking they need to "transition".
They can make their own decision at adulthood. Whenever that is. All adult decision shit at same age. Booze, guns, voting, surgery, prison terms, etc. All at adulthood, all at same age.
