It does seem high. Stranded the contractors to contain leaks? I'd be interested to know how many gov employees there were and would laugh if 1,000 (total for 17,000)
Those stranded Americans should just claim to be native Sudanese, and they'd not only be brought here at once, they'd be given full benefits.

I had a friend whose sister worked for the UN tell me about 10 years ago that they found a shit ton of oil (or gold) I can't remember, in Sudan. We concluded that US would probably have a peace keeping mission there fairly soon. I guess it was happening.
