This non-emergency hate incident and hate crime reporting hotline and online portal is available to anyone who has experienced or witnessed an act of hate. Reporters don’t need to know if what happened to them was illegal; all are welcome to report and all are eligible for support.
Reports can be made online at any time in 15 languages. People also can report an incident by calling (833) 866-4283 or 833-8-NO-HATE, Monday to Friday from 9 a.m. to 6 p.m., and talking to a trained civil rights agent in over 200 languages. Outside of those hours, people can leave a voicemail or call 211 to report a hate incident and seek support from a professional trained in culturally competent communication and trauma-informed practices.
Do it anyway. Flood the line; why not? Make it as impossible as..well... possible to maintain the influx. Bonus points if you can do what people like Kitboga do to Indian scam centers and keep them engaged.
I would set up speakers on a tower that spews truth hate, like the Muslim call to prayer five times a day. The obvious way is to overload the system with bogus calls, have fun with it. Have your kid call and say “Billy down the street called him a big doo doo head!”

Can I report my neighbor for using too much pool chemicals? That doesn't sound like much, but you should smell the place. I'm talking about a smell so strong, it's like running into a brick wall. I think they call the stuff pool "shock." It gives off a very strong citrus odor, but not a nice citrus odor. A heavy chemical citrus odor. The neighbor even admits to using twice the amount necessary. Whoever swims in that pool is going to have some strange unexplained ailments in about 20 years I tell you that.
