However, if you can get security cameras to catch them in the act, and the video circulates throughout the company including HR and their supervisors, AND you can keep your fingerprints and tech trail out of this, then give it a shot.
Corporate peeps can be big whores. HR is the Chief Madam, looking out only for the top dogs' liability. Glad I left that rat race 15 years ago. I'm sure the scamdemic made that world worse.
How about you stay out of it and find another job. Don’t get involved in people’s personal relationships… that’s a good way to be retaliated against. You doing that might put this subject in a situation where they might think their life is over… you never know the reaction someone like that might have.
Conflict of interest. Needs to go to the managers. That can wreck companies. Anonymous email with details to HR tell them you're reporting this anonymously to protect yourself from retaliation.
If you have a manager’s policy to report it then report it or you risk getting yourself in trouble. If no policy exists, stay out of it. It definitely opens up your company for legal action so generally HR wants to know about it to protect the company legally.

You can forget it and move on, or you can report it directly or anonymously. If you think that your work will hold it against you for knowing and not saying anything, then speak to a lawyer. If HR is corrupt and will do nothing, then why do anything?

Yeah, there should be some kind of code of conduct at your company. Go through it, find the breaches, talk to your boss or HR.
