The difference is that there a lot of tools to discover wifi networks. Discovering a different Cellular Network that is a completely dedicated private frequency band takes a bit more knowledge and tools. You can force your phone into a discovery and diagnostic mode, not sure if that would help discover this or be able to track data across that band.

He was a prosecutor and law professor at NM State before they fired him for not playing their game and his wife Erin is an engineer, so they are both good honest educated people that we listen to here! QoS is for data (which all cell traffic is now including voice). This was back in 1999 when it wasn't all data.
But the concept existed in all networks. Even circuit switched ones. Priority of traffic.
