Words are words, and even the act is pointless if you already ensured that nothing will happen from it a la many legislation where the "reps in name only" only vote for/against something for political reasons, e.g. politician A has constituents that want an agenda to fail, but politicians B and C have ensured it will pass, so politician A -- which wants the same outcome as B and C -- can safely vote against it to save themselves from the heat of going against their constituents.
All this to mean: There needs to be action. Talk isn't reaching people anymore.
