In turn make it easier to get rid of the bad apples. Over haul the police union.
This appears to be a presentation before the January 6 committee of congress, not testimony in the current Colorado trial on President Trump's eligibility to be on the ballot. No court in the land, even a state court in Denver, would allow this from a witness.
