The secret is to create a water shortage by draining your reservoirs and building infrastructure that flushes rainwater immediately out to sea. At that point you can claim there is a water shortage and literally use toilet water for drinking.
California was noted for extremely strict regs for sewer plants-I once took care of an aging sewer plant and it was a bearcat keeping the discharge into the ground through a leech bed within specs... Today? Not so sure due to the failing economy in California.
Right!? The whole water shortage thing is such bs and looks totally contrived. Practical solutions are out there. The swamp creatures just don't want those solutions. Too easy, too beneficial for the people.
The Saudiβs have been desalinating seawater since the 1950βs. I remember a 60 Minutes episode decades ago with the original team doing a segment on the Saudi desalination program as a round about way to criticize California. In hindsight Iβm guessing the Governor must have been a Republican at the time.
Perhaps a more sensible alternative would be to keep the fresh water that they currently send straight back into the sea for the delta smelt fish for drinking and give their newly processed water to the fish?
Well they have been poisoning us with the food for decades, and they are now in a terrible hurry to complete the job so destroying the water makes perfect sense to them.

Sewage reuse schemes are widespread particularly in larger cities. Class C which is filtered then disinfected with chlorine then UV sterilised is often used on golf courses and gardens; class A uses reverse osmosis and is drinkable, but is expensive and used in desert areas.
