I know, however the President has authority over the DC National Guard and that authority has been further delegated to the Secretary of the Army and from there to the Secretary of Defense. Any of those three positions could have ordered them deployed. Knowing what he knew Miller SHOULD have deployed them.

Give you a simple example. Say I have a security team that I can deploy to protect people. I have good reason to believe that you are in danger. I can only only offer you protection, I cant force them on you. If you reject the offer for any reason, I can only watch and see what happens. There is nothing more I can do.
