I politely disagree. She is not hideous looking, and I also disagree that her mother should have had her tubes tied. Congrats to Ms. Japan. At least she looks like a biological female, and the judges found her to be worthy of the title of Ms. Japan. She is, after all, a naturalized citizen, so at least she is 1) female, and 2) a Japanese citizen, and 3) found worthy by the judges of the contest to become Ms. Japan.
