There is a gradual transition from blue daylight to reddish-orange sundown/sunrise light and white lies in the middle.
The weather changes...and a weather-determined effect also changes. What a coincidence! More humid air will cause contrails to be persistent. Just because the rains stopped doesn't mean the air was not humid.
Regardless of how effective this law may be, we are no longer trying to pretend that it's not really happening. From conspiracy theory, to crime. It's a start. Getting more proud of being a Tennessean every day.

But they changed dramatically in the mid to late nineties. Water vapor doesn't spread out like flour thrown on a table. It doesn't precipitate from the edges of a thin white cloud. Aerosols do that. If water vapor acted like chemtrails our breath would leave a trail of little white clouds behind us as we walk.
Big mystery: what changed in the mid-to-late 90s? The airliners were flying at significantly higher altitudes due to advanced engines and aerodynamics. Though the absolute humidity was lower (fewer kilograms/meter^3 of water vapor), the relative humidity was higher (carrying capacity of the air was near saturation), so the contrails would persist longer.
But long-lasting contrails stretching across the sky were commonplace in the 1950s where B-52s were operating at 50,000 feet altitude. I saw them as a pre-school child.
There has never been consistency with regard to contrails. The same plane at the same altitude will leave a contrail one day and not the next. Wind speed and humidity determine whether a contrail is visible from the ground and how long it persists.
The main way to tell whether something is a regular contrail, and something that MAY be, and that's still a may, is that regular contrails, formed from condensation of water or ice in the exhaust stream of the jet, usually dissipate in a few minutes. Those ever enlarging and seemingly never to disappear contrails are definitely suspicious, but if my memory is correct, I remember seeing those back in the 1970's, and other than the cloud seeding experiments back then, I don't know what would have been the reason to do it, since back then, "global cooling" was the fear.

If the law states what the title says, it's super easy to get around it. They would simply spray the sky, but not for the purpose of geoengeneering our sky. Maybe to poison us, geoengeneer the ground through falloff, they could claim its for research purposes, or say it's mass water fluoridation.

No it was basically a cloud seeding operation to increase rainfall so that they could flood the hochiman sp. trail. The tunnel system. It was considered a success as they increased rainfall an estimated 34 inches.

There's no such thing as a chemtrail. It's just coal ash. (They have to get rid of it somehow - same as they have to get rid of fluoride. But you wouldn't want coal ash in your water!)
The percent of sky cover that is affected by chemtrails seems to be very small, so I don't understand what they hope to achieve. Is it done just as an experiment to see what they COULD achieve if they did MASSIVE coverage?

Contrails are visible from the air also. I've seen them coming off the tips of a plane I was on.
