I think the Insurrection Act went into effect on Jan 6. That was in reaction to the coup by the death cult rats that took place that day. I think we have been under devolution, COG and limited martial law (watch some videos showing how government buildings in Washington are empty) since that day.

No it does not, according to the Law of War manual, the Biden administration is no different than if a foreign nation took over the United States. I suspect what it really will amount to is Trump communicating to Ukraine something like "Look, when I am inaugurated, my first act will be to shut off the support. You can wait for it to happen, and things will be bad, or you can take it for granted NOW and negotiate accordingly for a more agreeable result. Take your pick, but the joyride is over. Be mindful that Putin knows what I am telling you."
He knows if he doesn't do something soon, NATO is going to make a move and then the whole thing blows up out of proportion.
I took it as him getting things resolved after November 5th. It depends on if there is a comma after "White House".
