I went through my public service commissioner to the FCC for my landline that did not work EVERY TIME IT RAINED. Final statement from them “ too rural” to get help. So they could lay the line, connect my service, demand my bill AND TAX be paid monthly, but would not service the line. Good for them. They deserve worse.
Or worse yet, they say their servicing of the line stops where it enters your home. They leave anything from the outside wall inside to the homeowner. Cable/Fiber companies are known for this. I'm not sure about the phone lines-but they certainly did not respond to your problem, at least to me, correctly.

THIS is exactly why the Deep State is in such a panic over the Chevron and Corner Post rulings. Chevron removes the tax that was never passed by Congress, and Corner Post allows you to sue for damages. A one two punch to the Deep State that we are going to see over and over again.

We also pay “public service obligation” on our gas and electricity, even though they have the highest paid employees in Europe. They are a “semi-state”, which means they are civil servants, but not civil servants as it’s an independent business, with an energy regulator who’s sole job is to destroy competition through price fixing.
Don't get too excited. Congress will take action to keep it legal. Schools use the money to pay for internet and networking equipment. E-rate has been around for decades. No way they let this fund dry up.
