except what actually happens is these things ALWAYS start off as promotional/opt in. they normalize and slowly make societal functions more and more dependent on it over several years then they make it mandatory.

In NSW everyone has the service app on there phone with drivers license etc you can even have or your other licenses on there. Even people who are awake to it have it just put of convenience and normality just as we use our phones to pay at stores.
