Think about it more like WH messing with enemy signals, so that two sets of enemy troops that were previously going to be used in a coordinated fashion, instead attack each other. As Q said, not everything will be clean. If we assume the enemy is real and that the good guys can't prevent all harm at all times, it makes perfect sense for them to do this.
For a while I studied Chao Enlai's tactics to take over China, and before the unifying banner of the CCP it was chock full of disparate civilian groups like labor unions, local police, student groups and political clubs that were manipulated every which way, with a lot of chaos and double-crosses galore. Most groups were unaware of central coordination, which was apparently more ad-hoc than constant.
The BH hats may have created all these groups and now the WH are crossing their signals so that they self-destruct. I don't know this as being the fact in Chicago, but it makes sense to me when I think of it this way.

We're all seeing the massive amounts of Antifa, glowies, "protesters", etc.. that are at the DNC event right now. It also seems to be a common agreeance between anons that we should probably expect some type of FF event to occur, whether as a distraction or something else.
Seeing this Q post, and having a potential tie to the DNC, should we potentially expect a column to be taken out? Bridge, building, something else?
"Fifth column" is a general term to describe enemy agents posing as civilians working within the target country. They can be foreigners posing as residents, or traitors who have infiltrated.
