Typical answer is it's caused by a blown transformer. When they short out they burn oil then short. It causes smoke rings like this.

Smoke rings like this from transformers shorting out yeah, same thing seen after some earthquakes as well if I remember correctly, was the last time people were mentioning and showing smoke rings like this but, much bigger. heh.
I see this every time i fire up my dad's old tractor. It's the same as when a smoker blows a smoke ring, only this is diesel exhaust.
