A few minutes of digging and I found out what's really happening. Congress gave FEMA taxpayer $ which they offer to people whose homes are damaged to the point of being unlivable. The $2500 is NOT to buy the property, it is to help people rebuild. If people do not take the money and do not make necessary repairs on their own, then their homes are being condemned. That's normal for any structure that is unsafe by the standards of local law.
