I'm confident the military will only be rolled out in the last phase, to terminate the entrenched criminals that won't leave willingly, and who are too dangerous to expect local law enforcement (who is often on their payroll) to do anything about it. If they use the power of the law on everything from immigration to finance to labor, Denver will be rounding them up for ICE by the end of it.
