It just says that Southwest is not going to interpret diversity requirements as quotas in the second bullet point, right before immediately saying that they will increase "diversity" if those quotas aren't met, in bullet point three. I have been a pilot in the Corporate side for well on 35 years now and over the decades I have seen the Airline Industry morph into something that I decided 15 years ago I never wanted to be a part of...no matter what the pay scale! Primary reason for feeling this way is based on one word..."Southwest!" Southwest...took a very prestigious, upstanding and professional industry and just plain ruined it! Southwest has been a DEI Airline for 20 or more years now! My guess, based on my well traveled experience with SW is that 90% of their flight attendant staff is either gay, tranny, or otherwise mentally unstable. In addition, their code of conduct, dress and interaction with the public is entirely unprofessional.
I have known numerous SW pilots over the years and almost to a man/woman they were anti-social or just plain weird! I have yet to figure out how SW screens their pilot candidates, but based on what I have seen the actual screening protocol really must involve picking people who have some sort of unprofessional, anti-social quirk about them.
Not sure what others experience with this airline has been, but take away the low fares and many domestic locations served (both of these are really not much better than other domestic carriers...for instance you may get more choices to fly from OAK to say MCO, but you will not find one non-stop between those city pairs...can you say UNITED!) and you have a very unprofessional carrier, with a marginal safety record and the chances you will be abused/repulsed by one of their flight attendants is more likely than not!

There is a good reason why they mix Ethnicities in a work place environment. There is much less unity and therefore much less likelihood of an organized strike or union creation. Up in Sudbury, Ontario they mixed the Miners with Ukrainian, Finn and Italian workers so they could not communicate easily and therefore not organize. It's more about control than anything about Diversity.
