I'm confident none of his pardons are legal. First he is a fraudulent POTUS. Second, if you could pardon someone before they were charged and convicted, a president could tell all of his cabinet and administration to break any law they want from day one because he will pardon all of them before leaving office.

They may be immune from prosecution but they are not immune from EXPOSURE. These investigations should still happen. Expose their atrocities to the public and watch as they struggle to exist outside their home.
