My opinion is it's likely fiction, since information still needs to be intepreted before something counts as fraud. Likely it's a front for something that's been mapped before Trump's 2nd term.
I was thinking that each Department will have some sort of triggering tripcode - I’m far from tech savvy - that when anyone tries to override the system - it will register at a given location.
