I get the feeling that whoever runs that account, also has several other ones. They mainly just make posts asking questions with a very obvious answer. They are merely trying to make money off of the number of responses they get. My entire timeline gets filled up with these kind of accounts. I've just started blocking these pages. Maybe I'm wrong, but I doubt it. Oh, one more thing. Whenever I post an answer to one of their question posts, I get one very quick "like" from an account that is following 1 or 2 people and has 0 followers.

It seems to me like really legitimate account owners would be against these "make busy" type accounts. There is only so much click bandwidth available, and these accounts are consuming bandwidth.
When I see one of those "Should ..... Yes or No" things I can't block it fast enough.
More and more of us need to keep the standards high(er).
Of course, there are newbs who don't really know better, and they have to learn via mistakes. We're all at different standards. But collectively, we should be pushing for the higher quality.
