Find a way to justify to congress why you're doing strikes in other countries on the people who line their pockets. They won't let it happen, it'd be like us airstriking a random english royal when they go to the back garden for tea, it'd cause an international incident, possibly war with countries we have decent relationships with. Many of these people operate like al capone, everyone knows they do things wrong but you can't legally prove it. Military is a last resort while there are still legal remedies to hold people accountable.
