You are not allowed to do that in Florida in the first place. Second, during an emergency evacuation you can not leave pets behind.
Power is often going to be knocked off during these storms. The combination of humidity, no AC and heat building up in a home that is boarded up quickly becomes a sauna and death trap for any pet inside.

I was attacked by a mean pit bull once inspecting houses. Lucky for me he hit the end of his chain in the middle of his lunge. I didn't even have time to pull my gun.

In the less densely populated counties of Florida you have more degree of freedom to do as you wish. But even the interior less populated counties of Florida are prone to severe storms and even hurricances.
Tornadic activity is more common in the interior counties of Florida which is why most ranchers will not chain up dogs for this very reason.

I have a neighbor that we had to call LE on a few times because the dumb ass always left (at the time) his puppy chained to a tree in the backyard day and night (German Shepherd puppy, not adult), because he was too cheap to put up a fence and he only needed to put up two front sides of the fence as every neighbor around him (including us) already had fences up. And we aren't the only ones that called LE on him, I believe other neighbors or HOA called about it. It's one thing to have the dog outside like that on nice days, but to leave it out with no shelter when it's storming hard and the dog has absolutely no shelter. One time we had a damn tornado going down past our neighborhood and we had 2 150 lb each dogs at the time squished into our small bathroom with 3 of us (while his dog was not even probably 6 months old). It was storming bad, downpouring rain, lighting & thunder, and we could hear that pour baby out there crying and barking trying to get out of the storm. Pissed me off, all I could do is pray he would be ok. Not to mention we have coyotes around here that run in packs at night, we may be in a neighborhood, but we are surrounded by woods and are in the county. I practically begged him to at the very least take him inside at night or put him inside their screen porch, even offered him a big dog crate for inside the house. He didn't want him inside because he didn't want him tearing up his house like his previous dog that he ended up giving away. He refused all my help, even offered to help do basic training. Some people shouldn't have dogs, period, and my neighbor is one of them. Now the idiot has more dogs.

I used to inspect houses for insurance companies,and I had to walk around homes,even if the owners were not their. Logging chains saved my life a few times,or they saved me from a shootout with a killer dog. I always went armed doing that job.

Second, will the State be forced to provide shelter? Like car insurance, since I am required by law to have car insurance, the State has to have some available if it can not be obtained commercially.
