I'm thinking it's answer B. Trump's mission (part of, anyway) is to leave a lasting, irrefutable legacy that he literally changed the world from as he found it. That said, sneaking in a DS data tracking mechanism to enslave the citizens would not go towards that end. Defeating DS and bringing 'power back to you, the people' would definitely cement his place as a game-changer in history. If he were just forwarding DS's control and one-world-order regime, it was already well on it's way and he could have just stayed in Bedminster playing golf.
