Now that we have a bit of honesty, the next question is what were these employees doing? Were any of them inciting the crowd?
I certainly suspect that at least some of them were.

Government agents who engaged in illegal acts while impersonating Trump supporters, in order to paint us as violent and smear Trump and MAGA with their ridiculous claims of "insurrection," putting innocent people in prison for years, need to go to Gitmo along with Comey.

My take: The J6'rs that took time away from their jobs and businesses, alone or with family, did so to hear DJT's famous speech (hour delayed on purpose) at the Elipse. They did not skip that event to start trouble at the capital. They arrived 40 minutes AFTER all the bad actors were in place, having donned their "Trump-supporter" costumes. All the J6'ers need to made whole.
