I have a theory that "government charity" stole the charitable spirit of individuals. It has to do with freedom to choose taken by government which in essence stole the individual's spirit of giving. It's a loss bigger than the $.

Failure to follow through: Giving with no intention of following up or completing a promised action. (Ouch.)
Corrupting giving for personal gain
Selfish motives: Using gifts or resources for personal advancement, status, or pride rather than for their intended purpose.
Reluctance and expectation: Giving reluctantly and with the expectation of getting an advantage in return.
Misusing spiritual gifts: Using a spiritual gift without guidance or for one's own timing or message, which corrupts the gift's purpose.
Negative impacts on the giver
Insincerity: Giving with a lack of sincerity, which can nullify the good deed
Obligation: Giving out of obligation or succumbing to pressure, rather than genuine desire.
Disillusionment: Becoming suspicious and abandoning charity entirely after witnessing its abuse.

You can bet the states that did not forward the SNAP data have the highest levels of SNAP fraud. The money should be tracked and every guilty party prosecuted.
