Not only that it helps them track and identify users in their fight against misinformation aka censoring wrongthink. As the pic says its a scam to dox people and remove anonymity from the internet.
It’s a pretty powerful tool to protect and handle traffic to your site. It also helps protect your site from DDoS attacks. One by simply filtering the traffic but also hiding your environment behind cloudflare. Person try’s to access your site, request hits them first. If it’s good they’ll route to your site IP space. Could they be compromised be whatever agencies? Maybe/probably.
Cloud flare avoids me having to expose a open port on my public IP address, it will stop d0s attacks and if my server is down it will let person browsing the site is down.
I wouldn't say truth, but this 4chan post is sensational. Are there blacklists? Yes, there have been since the 90s. These blacklist IP addresses are actually bot nets, hacking groups, or known callbacks for ransomware.
There isn't some grand scheme here. As a residential user your IP address changes about every 3 to 5 days because your address is dynamic and uses a DHCP lease. So, there is zero reason to create scores for IP addresses. The lists in the 4chan post that are scored are for mail servers that have been used to blast phishing emails.

This is not true, otherwise anyone using a VPN would see this happening constantly. Also most service providers don't even give static IPs by default, you have to specifically request one. So the IP you have today, might not be the one you have tomorrow, over and over. Not to mention IPv6 essentially has infinite addresses, you can endlessly throw them away and get a new one
Dynamic IPs rotate through a pool of addresses the ISP owns. Its also why browsers fingerprint users and track cookies. There are multiple elements of tracking going on.
VPN users get blocked from sites all the time. Lowes does this very aggressively. Home Depot a little less. Whether it's that the VPN IP is being used for nefarious purposes and it gets flagged that way, or it's website owners wanting more profile data is unknown to me.
IP's are not static unless you pay for it, and you would only do that if you host a site.
In any case, even if your IP was static and seen behind a VPN, you could swap in a new network card with a new mac address and lease a new IP. There's no way to reliably blacklist an IP address.
VPNs and ISPs rotate through pools of shared addresses. Youre right about swapping but thats why they are tracking through multiple methods while becoming more sophisticated as time goes on.
