States with all mail ballots are already paper ballots. But Texas isn't a mail in ballot state, I'm guessing they had touchscreen voting at the precincts. It's a drop in the bucket when it comes to cheating.

This last election in central Texas, my small county used paper ballots. We filled in the little bubble with black ink pen and then fed it into the slot and got our little I Voted sticker and out the door. I was able to read the results of our county on Wednesday evening after work, so I was glad to see it didn't take weeks to count our votes over here in my neck of the woods. Not sure why those blue states need weeks to count the ballots.
Paper ballots are absolutely the way. But MAKE THEM COUNT ALL BALLOTS ON SITE. NOT ONE PAPER BALLOT LEAVES THE POLLING PLACE.
I was a poll watcher in 2020, sitting at a polling place for two solid days and simply watching what went on.
This polling place was using paper ballots that the voter marks and then runs through a machine, which verifies the ballot and marks it as legitimate.
Then the voter takes the paper ballot and drops it into a giant clear plastic bin with all the other ballots cast that day, including the mail-in ballots dropped off by the voters.
Some folks may not be aware that once you cast your paper ballot, it gets packed up with thousands of others twice a day and taken to a single downtown "counting center."
Twice a day at this place, men with an unmarked van showed up to take the bins, throw them into that van, and drive away with them to the counting center.
That's where your paper ballot joins hundreds of thousands of other paper ballots - with no way of knowing if all of them are legitimate or not, and no way of knowing whether anybody's adding fake ones to them or not - to be "counted."
Do not let one single paper ballot leave the polling place!
MAKE THEM COUNT ALL BALLOTS ON SITE. NOT ONE PAPER BALLOT LEAVES THE POLLING PLACE.
I get the sentiment, but it probably isn't practical in a lot of smaller precincts. I know my precinct has 70-80 year old people running it. It would be a clown show if they tried that without having younger people that don't need reading glasses just to see the ballot.
However - if they could make this happen it would bring in massive security. If a precinct counted all ballots (with monitors watching everything) they could then send the counted ballots (but not the initial count) to the central location to be recounted. I'd suggest both counts be uploaded to the blockchain immediately after the central location completes their count. Then once the central location counts, the precinct number and the central number would be compared and should spotlight blatant fraud. A 3rd count could then be done (with monitors and video recording).
If one of the counts was WAY off versus the other, a criminal investigation would be mandatory.

In September, the Dallas County Republican Party decided it would hand-count all Election Day ballots in its upcoming primary. However, the policy only applies to the Republican primary and only on Election Day. It does not change countywide procedures for the Democratic primary, early voting locations or the general election.

And a truly bipartisan counting process. Paper ballots are great, but if they are still fraudulently counted, the same fraud will continue.

It takes time to print and fill in new ballots so the blues win.
