A thing can be "legal" and still be completely knowingly false (known by some people). It's called "plausible deniability." If you control the entire system, you can craft any "truth" you want while fully complying with the legal system.
There is a known Hillary double that has been used for official functions. There may very well be multiple doubles. Everyone (paying attention) knows about at least one of them, yet people do not know when that double is performing that function. Indeed, not giving out that information is the whole purpose of using a double. I suggest this happens all the time for many persons of interest (see the Queen of England and many others).
I do not think being "lawful" is important at all for this operation. Or if you prefer, "there are levels of law that supersede any action you want under the umbrella of national security." But if it's important for this to happen "according to the law," If the arresting officer doesn't know the double is acting (or doesn't ever admit it), then as far as the entire system is concerned, the play will continue along as if the real Hillary is being processed. As long as the people who know don't say anything, it will all go within the script and "the law".
