Sure there is. Chess. We can signal that we are going to go get the uranium just so we can see their response (show their hands). Or we could do nothing, but they are freaked out enough about the threat that they have a response that tips us off. Of course we could always put it out there, and not act on it for a few weeks once they have finally let their guard down thinking it was just a head-fake.

You can't take Trump literally - but take him seriously. By creating an environment of ambiguity, it gives Trump more of an advantage. This strategy has always worked well for him. You are correct in that by keeping others off balance, he does bait reactions.

There's probably unique trace minerals that are in the ore that correlate to a particular region it was mined.
I think this is actually brilliant.
Either this will have IRGC searching for raids around the areas that have enriched uranium; we know where the stuff is and will actually do what he said; or the IRGC will immediately start moving the enriched uranium elsewhere while we watch from satellites and recon aircraft.
If the IRGC start looking for raids we will have a really good idea where the ore is (if we don't already).
If they start trying to move it we will see them and know where to go - or wait and take them out mid-route and go confiscate it.
If we already know where all of it is kept we will watch those sites for unusual movements and invade when necessary.

They better be careful. You can't just pile it in a truck without proper spacing and / or packaging with neutron absorbers. Otherwise, it can go critical and fry whoever is around it. My guess is that it would take special packaging and at least a whole semi trailer to safely move it.
