If the prosecutors can prove a conspiracy involving multiple states to cheat in the elections... then everyone involved and indicted for that can be tried as a GROUP as being part of the conspiracy under Rico. If they played even a minor role in the conspiracy... then they are guilty of all actions as part of the group of conspirators.
