I believe those 2 guys were measuring the distance from the podium to the corners of the teleprompter. One of the guys bent down and looked at the prompters, stood up and looked - I would bet there is an exact measurement they do for Trump each time so if he chooses to use them he can. He does use them, but mostly for things like thanking people in the audience -CONgress people, cabinet members, and other dignitaries. He would have no idea who is there unless they put it on his prompter.
I'm no security expert, in fact I'm not even a security novice, but why not cut the lights and then evacuate president Trump and team? The security people there seemed to have night vision goggles.
