This is almost exactly the same mechanism that de-sulphators use on lead acid car batteries. Batteries go bad because over time the lead plates get covered by a scum of lead sulphate. By sending a high frequency pulse through the electrolyte, it shatters the lead sulphate crystals and prevents new ones from forming. It is best used as a preventative measure during long term storage. There are inexpensive models that work well. However, most people have never heard of de-sulphators, or how they operate. Thus, stores continue to sell the same old crappy outdated battery chargers.
