Okay, so i want to explain some nuances about the 5th amendment before someone out there in the wider world goes off half-cocked saying "you can't assume a crime for pleading the 5th". At the end of the day, the 5th amendment is a complex little bugger, and i had to refresh my knowledge of it myself to write this properly.
Witness testimony: witnesses to crimes in a court of law can plead the 5th, but can choose to answer some questions if they feel it is safe for them to do so. It is entirely their prerogative.
Defendant testimony: defendants of a crime in a court of law can only benefit from the 5th amendment by pleading the 5th to every question. The moment they choose to answer any question, they have to answer all questions posed. Also, guilt can only be not assumed in this specific circumstance.
Congressional hearings: this is where it gets bloody complicated. If a witness refuses to answer a question outright without pleading the 5th, they can be held in contempt of Congress. So witnesses worrying either about lying to Congress (felony), or are worried they can be exposed to criminal charges are right to plead. The only type of witness that must answer all congressional questions are those who have been given some kind of immunity deal. That said, they can choose to selectively answer in such cases, or blanket refuse to answer any by pleading the 5th. The later could also risk contempt of congress charges (misdemeanor), but that's rare as all hell.
Now, as I said before, in a criminal court pleading the 5th cannot be considered admission of guilt by the jury, and sometimes jurors must be instructed to remember that. However, in a congressional hearing (or civil courts) pleading the 5th, especially for every damn question, is doubly damning:
Public perception will be that a crime must have happened. Otherwise why would they continuously plead the 5th? It's a double edged sword that legal counsel should only suggest if there is a very high chance said witness would suffer criminal liabilities in some way, shape, or form. As such the public and political implications are usually "there's something fishy here".

If a witness pleads the 5th to Congress, the lawmakers can justly assume that something about the questions asked has triggered a concern for the witness that there was potentially criminal behaviour they'd reveal about themselves if they answered truthfully. A blanket denial obfuscated which questions would result in evidence being found of a crime, but it also indicates that all questions could have criminal consequences if they do that as well.
Remember, unless you are a defendant in a criminal trial, you cannot be compelled to give up evidence that could implicate you in a criminal situation, and should plead the 5th to prevent it. If you are a defendant, you should probably plead the 5th regardless for safety sake tbh. But in congress? Yeah, it's both politically expedient and valid to assume shenanigans if you do it for every question asked.
