The policeman was using unnecessary force and trying to throw the protester to the ground. He didn't intend to throw the protester's head into that pole.
I didn't see anything in the video that required that use of force by police.
Unfortunately this will fall into the quintessentially British pastime of self inquiry. You know, the "we have investigated ourselves and found ourselves innocent of all wrong doing" part of all investigations involving any members of the police committing a crime. The worst that will happen is maybe, maybe one resignation.
Edit: I had to spend about 15 minutes and resorted to using Google over brave search as there was nothing available on brave, and even then the reports are thin as all hell on this. The government I fear is doing a full court press to keep data to a minimum here.

There was clearly some sort of scuffle going on prior to the footage on this, but it's looking like he's just trying to get away more than trying to fight back.

It won't change because the class system in the UK keeps the people too divided. The wealthy benefit from the present system and aren't going to change it because it benefits them. The poor -- well those in charge really don't seem to care what they think.
The first thing the UK has to do is encourage the lower classes to put a plug in the booze bottles and sober up long enough to make plans. The chronic pub culture doesn't give rise to clear thinking and leadership. Once they locate their "champion", then they need to give it everything they've got to push that person into public office and into a position of power. Without a piece on the board -- they can't do anything.
These demonstrations get people killed and accomplish very little.
