The state's need not give tax payers money to candidates. That should be illegal unless the people vote it into a law. Then all parties/candidates should get the same amount.

Result: Unconstitutional CORPORATE gov't in states (violates Article IV, Section 4) can just "elect themselves" via CORPORATE bylaws (UCC) masquerading as Constitutional LAW.
My guess is that those are taxpayer dollars meant for safety forces, road improvements, etc. if not needed to benefit the taxpayers of the state, refund it back. Those taxpayers did not approve funds being spent for political purposes.

Candidates should only be allowed to accept donations from individuals who live most of each year at a home address in their area. Only money from the citizens they will represent. The whole campaign must be only as much as that area will afford.
