No, you are mostly being hoaxed. Lasers and microwaves have had weapon applications known since the 1970s (I worked in that area). Nothing new except readiness for service. Eric Hecker purports to know something, but his claims are imaginary. Neither lasers nor modern phased-array microwave derive from anything Nicola Tesla was doing, so the claim of "Tesla technology" is sheer mythology, not inside knowledge. The Havana Syndrome is still not nailed down, and might more credibly be ascribed to ultrasonic or infrasonic acoustic weapons.
