For Trump's speech, expect him to lay out declassified info, stress vulnerabilities, and tie it to the Fulton work for big optics. It’ll push the "we're finally investigating" narrative hard.
All of this is political theater in order to drump up support for the SAVE America Act.
But even if it passes super fast, states usually need 6-12+ months to fully implement big changes like this (system updates, training, roll maintenance). With midterms in November (~4 months away), any impact would be limited and uneven.
So I would caution people to not get their hopes up over some big dramatic reveal of mass voter fraud that would overturn the 2020 election. At the most, there might be some low level procedural/red tape nonsense found, but no smoking guns, no big names heading off to prison.
