No, you don't have to be "on" just apply for public assistance.

it's required that anyone submitting a new application, renewal app, or reporting a change in address that the client applying for public benefits is offered the opportunity to register to vote. If the client says yes, then they are given an application and a copy of their ID is taken and sent to the SOS. They are supposed to confirm eligibility and then mail the voters card put.
AZ was sued for not offering the opportunity because the employees would forget or be busy worrying about the program they are helping the client with, not so much getting them registered. The settlement now has several layers of checks in place to make sure the offer to register is properly extended.

I hear what you are saying but my response to that is the Holy Bible is the only Holy book that contains no contradictions. Truth be told, there are those that will hear the Word and will not be able to understand regardless.

There are contradictions in all of those other books. The truth can only be found in the Holy Bible through the Holy Spirit. There are no contradictions in God's word.
Is it really unfathomable that God would have the ability and power to control what was put into His book? The entire Bible points to Jesus Christ as the Messiah and that is not by accident. The vast amount of connections, references, and consistency in the Holy Bible is truly miraculous.
The Holy Bible and the Holy Spirit are the only way we can know what Jesus actually taught.
If we all refer to the Holy Bible and the Holy Spirit we run no risk of worshipping a false god.
