Exactly right. Although Maricopa County says they need the signature scanning capabilities of the Runbeck equipment it is actually the other feature of the equipment that they need, the sorting feature. They use the Runbeck machine to easily separate the ballots into either of two bins: "Voter is a Registered DEM" or "Voter is a Registered REP". There are too many observers at the MCTEC to be able to get away with this sorting, it has to be done in secret at Runbeck.

Arizona erected a shipping container border wall to fill in some of the unfinished gaps in the wall. The Federal Govt demanded that AZ Gov Ducey dismantle it. The two sides are now at a standoff.
