Linguistically the statement can be parsed either way... linking COVID to China Dust, or separating the two, since "before" is undefined. Contextually, I tend to agree with you... he is referring to fentanyl.
Fentanyl is bad enough, but here, again, are the sentences that directly precede Assistant US Attorney Cronin's quote above:

As I was listening to this interview, starting at 43:35 time mark, Zullo begins a segment detailing one of his interactions with Dennis Montgomery (this is the person that Mike Lindell has filed a motion in Nevada to lift the DoJ/DoD Military States Secret Privilege gag order on) and Zullo reveals that after asking Montgomery if the (NSA) Thinthread harvesting software was resident on Montgomery's Hammer Packet Breaching software, Montgomery researches and pretty quickly confirms there is a "tthread" titled program present. Zullo then meets with Kirk Wiebe and John Crews (thinthread source code author) in Maryland and they confirm "tthread" is Thinthread.
What this may imply is that at some point someone (unauthorized) gave the Thinthread harvesting program to Montgomery to integrate into the Hammer software program. Thinthread was only ever deployed at NSA in (more or less) Beta application and never enterprise wide.

You know, the place where he has to post all his stream-of-conscious screeds now that he’s been booted from normal social media for inciting violence and trying to do a coup.
The video is very dramatic and includes background sounds and imagery of a thunderstorm, while Trump declares that America is in “decline” and talks for four minutes about just how in “decline” America is. But the key thing that caught the attention of the media watchdog group Media Matters For America is the background music that plays on a loop after the thunderstorm noises have had their time to shine. The song is supposedly written by a QAnon artist who has released several QAnon-themed songs in the last few years.
Per Media Matters:
According to a Media Matters review using both Google’s voice assistant and Apple’s Shazam app, the music in Trump’s video is a song titled Wwg1wga, produced in 2020 by an artist using the name “Richard Feelgood” on Spotify. The acronym “wwg1wga” is a common shorthand in the QAnon community for the slogan “Where we go one, we go all.” Discussion of a supposedly imminent “storm” is also important in QAnon lore, referring to a prophesied event where Trump’s perceived enemies — who are also supposedly part of a global satanic cabal of pedophiles — would be arrested and possibly executed.
The video also includes the phrase “the best is yet to come” — which, if it wasn’t already burned into your memory as it is in mine, that’s the phrase that Donald Trump’s Jr.’s fiancée Kimberly Guilfoyle dramatically screeched from the rafters during the Republican National Convention in 2020. Trump’s used the phrase a few times in the past as well, especially during his 2020 presidential campaign. But it’s also taken on substantial significance in the QAnon community as a slogan meant to reference the conspiracy theorists’ ongoing belief that Trump will expose all of the liberal elites as pedophiles, etc.
It’s not the first time Trump or his allies have nodded at QAnon-adjacent ideas. And it’s certainly not the first time that he’s shared QAnon content on his official Truth Social page. As is often the case when Trump winks in the direction of the conspiracy theory, the QAnon corners of the internet lit up this week, with some calling the inclusion of the song in the campaign-style video, “THE mother of all Q proofs.”
The difference this time is it was posted as Trump publicly flirts with running again in 2024 and in the wake of the FBI’s raid of his resort, reportedly as part of the Justice Department’s investigation into the Trump White House’s transportation of boxes of potentially classified information to Mar-a-Lago after Trump left office. Supreme Court recognition in United States v. Reynolds

The privilege was first officially recognized by the Supreme Court of the United States in United States v. Reynolds, 345 U.S. 1 (1953). A military airplane, a B-29 Superfortress bomber, crashed. The widows of three civilian crew members sought accident reports on the crash but were told that to release such details would threaten national security by revealing the bomber's top-secret mission.[1][2][3][4][5][6][10][11] The court held that only the government can claim or waive the privilege, but that it “is not to be lightly invoked” and that there “must be a formal claim of privilege, lodged by the head of the department which has control over the matter, after actual personal consideration by that officer.”[1] The court stressed that the decision to withhold evidence is to be made by the presiding judge and not the executive.[1]
In 2000, the accident reports were declassified and released, and it was found that the assertion that they contained secret information was fraudulent. The reports did, however, contain information about the poor condition of the aircraft itself, which would have been very compromising to the Air Force's case. Many commentators have alleged government misuse of secrecy in this landmark case.[12]
Despite this ruling, a case might still be subject to judicial review since the privilege was intended to prevent certain, but not all, information to be precluded.

If possible, please provide sources (links to documentation, not FBI 302s or newspaper articles) for evidence Montgomery is a fraud and conman.
Original sources and their contexts are important in evaluating allegations of this nature.
In the meantime, seems counterproductive on Lindell's part to file a motion to get the States Secret gag order on Montgomery lifted. That would mean Montgomery would no longer be barred from testifying in court and consequently subject to charges of perjury. Lindell has stated he had the PCAP data evaluated three times over by some of the nation's top cyber security experts. It would seem it would be one thing for Montgomery to con Lindell (who is no cyber expert), but what about all the experts Lindell hired to validate PCAP data. Has Montgomery conned them as well?
Not to mention the exposure to potential charges of perjury as a number of these cyber experts have filed declarations in support of motions and cases in several states (three more scheduled to be filed next week TX, SC, AL and possibly LA) and to which the Montgomery data and testimony could be included as soon as the gag order is lifted.
Seems everybody pushing for transparency and a day in court to prove their case using Montgomery as an expert witness is a fraud and a conman and everybody pushing to keep Montgomery from testifying is not. Quite a conundrum, that.
Dominion and ES&S (plaintiffs) recently argued for a prohibition of any current or former employee being allowed to testify for the defense in their slander case against Mike Lindell and MyPillow (defendants). Seeing a pattern develop in these cases of blocking witnesses from testifying.
Hell... even the President of The United States told us that anyone doubting the integrity of the 2020 election was a threat to national security. Must be true because the President of The United States said it on TV.
Like the Halderman Report detailing all the technical vulnerabilities of electronic voting equipment being held hostage by Judge Totenberg (sealed for over a year) in Georgia at the behest of the DoJ, it seems the Government is trying very hard to keep Montgomery testifying in court for as long as possible.
If Montgomery is a fraud and conman, why would the government care if he perjured himself in open court and proved himself a fraud and conman?
