The OP text is definitely not true as written. However, it is true that Japan has one of the lightest first-year vaccination schedules of any country and also one of the lowest infant mortality rates, and this correlation holds true across the global landscape. It's not hard at all to imagine that a government contractor MSP would have unplanned outages, if you've ever worked in government IT contracting.

It's misleading to call them loans at all. They were never intended to be paid back; they were government grants to the businesses they shut down with covid lockdowns so that the whole economy didn't just instantly die.

The fact that the whole medical system is awful doesn't change the fact that people need blood. I'm not going to let people die that I could easily save, for the crime of needing care from a system I disapprove of.
Don't want to deal with NGOs like the Red Cross? Fine. Walk into any local hospital and give blood directly. I guarantee they'll be happy to have your donation. But seriously, it's an easy and free way to literally save lives. There's no excuse for not giving blood if you're able to do it.
