I think if it’s a big farm to sell to grocery stores etc or you want to be certified in some manner, but you definitely don’t have to let the govt know if you have a backyard garden… same with collecting rainwater, there’s no chance anyone government related would spend time droning by your house looking for a 55 gal drum to collect water and say you need to have a permit or some other bullshit for it.
