The DoF is likely really shallow on the camera due to mediocre lighting, and if Biden were actually centered in frame, I could see the rest of the image being softened like that. If you look at the guy in the top left, he looks a bit stretched out diagonally (lens distortion, they didn't post-process the image well) but the other 3 corners aren't suffering from it.

Depends on how the filter is set up. It still has to get the redirect command from somewhere, and the somewhere is failing validation. I see it on some of my clients' networks who have firewall-level content filtering set up (usually malware and gambling filters but false positives happen).
