I don't think it's real. Reporters were not allowed in for the visit. The photo was released by the Carter Center on X. It also appeared in the NY Times and was all over the net.

To get people outraged they will claim anything. Trump isn't in office, yet. DOGE hasn't started yet. Plus, congress claims total authority over cuts. DOGE can find waste (and fight to see records each time) and suggest cuts and since it is a Trump administration even his own party will fight him.
