Trump is only in unusual waters here because he's not spending money. SC will rule that he has that discretion unless the legislation explicitly mandates spending the money in full in a specific way.

Saw this thread, and despite monitoring the forum regularly, was shocked and sad to see how many liberals genuinely believed Trump was going to come in and cancel their social security.
It really hits home the degree to which the public has been injured by fake news and the state of deep mental unwellness it's created in liberal Americans.
Pray for them, remember that they have been harmed, and know that they aren't trying to antagonize us--they really are just brainwashed.
