I believe I read that the Resolute desk hasn't been chosen for use by a president in a while. They have several desks they can choose from.

If it's a faint transmitter, they probably need a local relay station somewhere nearby. Maybe there's a local spy nest.
Probably a timed transmitter. You could send a whole days worth of audio in a less than 1 second burst making it hard to detect as it would not be transmitting 99.99% of the time
